Freelancer Tax in Pakistan: 0.25% PSEB vs 1% Explained

If you earn from Upwork, Fiverr or foreign clients, the tax on your income can be very low — but only if you set things up properly. Here is how the 0.25% and 1% rates work, and what you need to do to get the lower one.

Freelancer Tax in Pakistan: 0.25% PSEB vs 1% Explained

The basic rule

Under section 154A of the Income Tax Ordinance, income from exporting IT and IT-enabled services, received in Pakistan through banking channels, is taxed at a small flat rate on the gross amount. For freelancers registered with the Pakistan Software Export Board (PSEB), the rate is commonly 0.25% and is treated as final tax. For those who are not registered, the rate is commonly 1%.

In simple words: the bank deducts a small percentage when the foreign payment arrives, and for most freelancers that is the end of the income tax on that money, as long as the conditions are met.

Tax rules change with each Finance Act. Use this guide to understand the system, then confirm the current rates and conditions with FBR, PSEB or a tax adviser.

What the difference means in rupees

The gap between 0.25% and 1% sounds small, but it is four times as much tax. A freelancer receiving Rs 4,20,000 a month (about USD 1,500) pays around Rs 1,050 a month at 0.25%, and around Rs 4,200 at 1%. Over a year that difference is close to Rs 38,000. Conditions for the low rate

  • Register with PSEB as a freelancer and keep the certificate valid.
  • Have an NTN with FBR and keep your profile up to date.
  • Receive your foreign income in a Pakistani bank account through proper banking channels.
  • Give your bank your PSEB certificate so it applies the lower rate.
  • File your income tax return every year to stay on the active taxpayer list.

Registering with PSEB

PSEB registration for freelancers is done online. You usually need your CNIC, NTN, a short description of your IT or IT-enabled work, and proof such as a platform profile or client invoices, along with a registration fee. The process and fee can change, so follow the current instructions on the PSEB website.

Receiving your money the right way

How the money reaches Pakistan matters. Payments that arrive through a bank, or through a payment service that pays out into your Pakistani bank account, leave a record that shows the income is from export of services. Avoid receiving business income through friends, relatives or informal channels. It can cost you the lower rate and cause questions later.

  • Keep platform statements and client invoices for every payment.
  • Note the exchange rate and fees on each transfer.
  • Keep freelance income in a separate account if you can.
  • Ask your bank to mark incoming payments with the correct purpose code for IT services.

Why filing a return still matters

Even when the bank deducts final tax, filing a return keeps you on FBR’s active taxpayer list. Filers pay lower withholding tax on many everyday things: profit on bank savings, buying and selling property, registering a car, and some banking transactions. For many freelancers, those savings alone make filing worthwhile.

Platform fees and exchange rates

What you earn on the platform is not what reaches your account. Platform commission, withdrawal fees and the exchange rate all reduce the final amount. Compare providers by the rupees that actually land in your bank, not by the headline rate. The freelancer tax calculator has a fees box so you can see your true take-home.

Simple record keeping

Make a monthly list of payments received, the client or platform, the amount in foreign currency, the rupee amount and the tax deducted. Keep your invoices with it. When you file your return, everything is ready, and if anyone ever asks, you can show where the money came from.

Freelancing as a team or company

If you grow from a solo freelancer into a small agency with staff, the tax picture changes. Payments to employees, office rent and company registration bring new duties, such as deducting tax on salaries. Some freelancers register a sole proprietorship or a company with SECP at this stage. Talk to a tax adviser before you hire, so the structure fits your plans.

A simple yearly checklist

  1. Renew your PSEB registration before it expires.
  2. Download yearly bank certificates showing tax deducted on foreign receipts.
  3. Collect platform statements and client invoices for the year.
  4. File your income tax return and wealth statement before the deadline.
  5. Check that your name appears on the active taxpayer list.

Doing these five things each year keeps you on the low rate and keeps your records clean if you ever apply for a visa, a loan or a property transfer.
